rainwing villages very much make use of the vertical axis of their environment. houses are only rarely built directly on the ground, with platforms using the trees as support and walkways suspended between them being much more common. getting through a rainwing town without being able to climb, glide or fly would be a rather difficult task, which unfortunately means that they are also not very accessible.

societal structure

so, the rainwing "kingdom" isnt even really a kingdom. in fact, its not any kind of monarchy. their analogue of a queen is more like a judge, merely existing to settle legal disputes, and there are several of them. unlike other dragon societies, this position is also not locked by gender. the way laws are decided in the first place is through an elected council. though even they dont directly have the power to propose laws, instead that must happen through a "group of dragons significant in number" (the exact number tends to depend on the population size of the town in question, as well as the specific issue), then the issue is brought up in a gathering, where anyone who attends can discuss the issue, so that the council can hear the overall opinions of the populace. after two days of this, the council will then attempt to settle the issue as best as possible. it is rather different from the systems of the kingdoms, but since the rainwings have been living in near-total isolation for centuries, theyre not really aware of this.
